My question, can I use RGSS to display an HTML/PHP webpage?

I ask this, because I'm working on a program in RPG Maker, and I'd like to be able to have a Scene_Browser or something of the like, and you can visit any webpage using PHP or HTML.

Now remember, I don't mean linking to, but displaying webpages with the said formats.

Is it possible, and if so how do I do it?
