That shouldn't be a problem. Community Colleges will often take people very young as long as you have your parents actively trying to get you in. Summer Courses are where most Community Colleges are more open to young kids joining for a class or two. I've seen 12 year olds take summer courses at community colleges and they'll accept basically anyone usually. It's not like regular colleges where you have to apply and wait for acceptance.
Um I go to a community college, i'm 19 almost 20 and I STILL have to pay to go, there is no such thing as free college in the US. You either have to accomplish something huge to get a really nice scholarship or get a grant/loan and pay it off for the length of your life. I don't know where there is a college like that, but as far as I know, in my highschool 2 years ago, I took a full year college difficulty course on Computer Art and Design.
Honestly the best feedback for you to work with, get a free program to start, something better than MSPaint and something that has layers, preferably a raster program (CG Lingo for Pixel by Pixel), not a vector (CG Lingo for Mathematical Based) program to do the job. You can also download ancient version of photoshop as shareware if I recall, and I think you can use imageready for free as well.
You need to practice using filters, fills, opacities, and the different tools before you jump headlong into trying to make something from scratch. It will work out better in the end.
I'm not putting you down, you're 14, I don't EXPECT you to have access to stuff like that yet, I hardly did. And since then I've had educational and personal experimentation experience with different programs.
